The swarm you are downloading from is small, AND you aren't able to accept incoming connections. If there are only a handful of peers, or there are very few or no seeds (peers that have completed downloading and are now only uploading), the swarm may not be able to provide you with a fast download. You can see how many peers and seeds you are connected to by selecting the transfer and looking at the 'Peers' tab at the bottom of the window. The swarm you are downloading from does not have many peers or seeds.
